Will these handlebars fit my scooter?

These bars work with SCS compression. They do not have a slit so are not compatible with HIC or IHC. As they are standard (31.8mm external diameter), you will need an SCS clamp to accommodate this, either a standard size clamp or an oversized clamp with a shim.

What clamp do I need for these handlebars?

As these bars are standard size and SCS only, you will need an SCS clamp suitable for 31.8mm handlebars. You can find this information in the specification of the clamp, and it'll show as fitting 31.8mm handlebars and compression type SCS. They are most frequently 4 bolt clamps.
