These bars work with IHC and SCS compression. They come pre-cut with a slit for IHC and need a bar adapter to work with SCS. As they are standard (31.8mm external diameter), they are not compatible with HIC.

What clamp do I need for these handlebars?

You will need a clamp or SCS suitable for 31.8mm handlebars. You can find this information in the specification of the clamp, and it'll show as fitting 31.8mm handlebars.

Are these bars good for park or street riding?
